Setting up file servers and managing FTP is a hassle for most companies, especially small businesses. You have to buy a server, configure FTP on it, setup directories and users with the proper permissions so customer A doesn't see customer B's files, hope that the server doesn't get compromised by a worm or other virus, and then after all that, people can download your files (that is if your DSL line doesn't go down).
